Per- and polyfluoroalkyl substances, commonly referred to as PFAS, are increasingly under scrutiny from regulators, industry stakeholders and consumers alike. Long valued for their grease and water-resistant properties, PFAS are now widely recognised for their environmental persistence and potential risks to human health.
As the packaging landscape undergoes significant regulatory and structural change, Coveris has taken a clear and proactive position by embedding PFAS-free design at the heart of its strategy.
What are PFAS and why are they being regulated?
PFAS are a large group of synthetic chemicals, often described as 'forever chemicals' due to their resistance to degradation. Historically, they have been used in a variety of industrial applications, including certain food contact materials.
Growing scientific evidence and public concern have led European and UK authorities to introduce stricter controls on the use of PFAS, particularly in food packaging, to better protect human health and the environment.
PFAS, PPWR and regulatory developments in the EU and the UK
In the European Union, the Packaging and Packaging Waste Regulation (PPWR), alongside Regulation (EU) 2025/40, introduces reinforced requirements for food contact materials. From 12 August 2026, only packaging that complies with defined PFAS thresholds will be permitted on the EU market.
In the United Kingdom, while the regulatory framework differs, the direction of travel is aligned: increased transparency, tighter controls and a growing expectation for safer, more sustainable packaging solutions.
These developments underline the importance of early action and long-term planning for packaging manufacturers and brand owners.
At Coveris, we speak about PFAS-free design
Rather than responding reactively to regulatory change, Coveris has adopted an approach through PFAS-free design.
This means eliminating PFAS at the design stage, while continuing to meet functional performance, food safety and customer requirements. It is not a single technical adjustment, but a fundamental shift in how packaging solutions are developed.
A clear roadmap and tangible commitments
Today, all Coveris packaging solutions are available in PFAS-free design on request. This capability is a core part of our roadmap.
At the same time, a full transition of our production is underway, with a clear objective: to make PFAS-free design the standard across our entire portfolio, ahead of regulatory deadlines.
Several of our sites have already completed this transition, while others are actively progressing, ensuring we are fully prepared well before August 2026.
Designing tomorrow’s packaging, today
The move towards PFAS-free packaging is not simply a regulatory requirement. It represents a shared responsibility and a driver for innovation across the value chain.
At Coveris, PFAS-free design goes beyond compliance. It reflects our long-term commitment to delivering safe, responsible and future-ready packaging solutions.
